自叙伝(14) Tanaka Shozo Autobiography

1884年　４２歳

議長横堀、副議長小峯は、参事院出訴の委員たるを以て、直ちに上京す。両人克く勤めて任務を果す。

Chairman Yokobori,Vice Chaiman Komine were dispatched to Tokyo to file the plea to the Legislation Bureau.Both of them worked hard and fulfilled their task.

三島は此の臨時議会の決議を経て、塩原新道二万五千円不足金を出ださしめ、諸道不法事業等の責任を県会に負はしめんとせしものなり。

Mishima hoped that the extraordinary meeting would approve the necessary ￥25 thousand for the new road.He also intended to make the prefectural assembly directly responsible for his illegal projects.

県庁開庁式の準備、各大臣の招待等も、此の否決の為に悉く水疱となり、折角献納せしめたる鬼怒川の鮎五千尾も町中に売捌きたりと云ふ。

The general assembly rejected Mishima's proposal.All the preparations for the  celebration of  the completion of the new prefectural offices and invitation of the central government ministers had to be thrown out the window.People said that five thousand ayu fish from the Kinugwa River which were "donated" were sold in the town.

正造は、早く東京に至り、両委員の至るを待ちて大に援助せんと、県会の翌朝独り宇都宮を出発し、先づ栃木町に来る。

Shozo wanted soon to go to Tokyo and help Yokobori and Komine.He left Utsunomiya on the next morning after the general meeting,he came first to Tochigi-cho.

信友山谷虎三、長谷川展、川島多十郎、高橋貞次郎、石川某に会して別る。夜に入り、旧大参事国府義胤を横堀に訪ふて泊す。翌日、生井川岸の便船にて東京に出づ。

He met his friends,Yamatani Torazo,Hasegawa Nobu,Kawashima Tajuro,Takahashi Teijiro and a Ishikawa.At night he visited Kokubu Yoshitane,former Vice Governor,at Yokobori and stayed.Next morning I embarked from the bank of the Ubuigawa River for Tokyo.

然るに三島は、昨夜、正副議長及び田中三人を殴殺して、事を人夫酔中の喧嘩に帰せんことを図りしも成らず。茲に於て田中を捕縛せんとす。先づ縛して後に材料を供求するは三島一流の術なり。

Last night Mishima attempted to kill Chairman,Vice Chairman and Tanaka using a group of lawless laborers and to blame the fights of drunkards.This time he wanted to arrest Tanaka."Arrest first and find the charge". That's the way Mishima worked.

終に田中を失ふ。栃木町に求む、在らず。終に山谷、長谷川、川島、石川、高橋、島田の数氏を警察に拘引及び留置して田中の行衛を求む。

Mishima lost track of Tanaka.He searched Tochigi-cho without success.Finally he dragged Yamatani,Hasegawa,Kawashima,Ishikawa,Takahasi,Shimada and others to the police station and detained them for interrogations to find out where Tanaka was.

地方で有名なる人々六人まで警察に引かれ、家宅捜索せられたる大騒ぎ、耳に聴へければ、安蘇郡、犬伏町の有志、金を携えて東京に来り、正造を求む。途上に面会す。

A big uproar broke out since six famous locals had been detained by police and their houses had been searched.Hearing this news,some of my friends in Inubushi-cho,Aso County,wanted to meet me.They gathered some money  and started to make their trip to Tokyo.We met on the way.

総代大野幸三氏、数十金を出して曰く、暫く身を匿すべしと。正造此金を懐にして曰く、此金あり、如何ぞ尚ほ潜匿すべけんや、是より直に下野に帰り、三島が罪状証拠物件を得、我よりその筋へ訴へて、彼を白昼に召捕らんのみと。大野氏と其処に別盃を酌みて別る。

Mr.Ohno Kozo,the leader,handed Tanaka a considerable amount of money and told him that he should hide somewhere.Tanaka put the money in his pocket and said,"I have this money.I should not run any more.Rather,I would go back to Tochigi right away,gather the evidences relating with the criminal acts done by Mishima.All I have to do is to go to the authorities with those evidences and get him arrested." I exchanged a farewell cup of sake with Mr.Ohno and departed.

当時道路の言に、三島が茨城県令を兼任せんとの風聞あり。正造、如此人物の茨城に行かば、同県の迷惑も亦非常なり、早く之を茨城に告げんと。

Shozo heard on the way a rumor that Mishima was going to concurrently become Governor of Ibaraki-ken,which was one of the neighboring prefectures.If this rumor was true,it was a very bad news to Ibaraki.Shozo wanted to warn soon people of Ibaraki.

依て蠣殻町に松本暢（とおる）氏を訪ふて、また数金を借り、両国より便船にて利根に出づ。急に考を転じて、直ちに下野に出づ。

First I visited Matsumoto Tohru,a chief judge,in Kakigra-cho,Tokyo and borrowed some money.Then I embarked at Ryogoku heading up for Tone River.I changed my mind and took the course to go  straight to Tochigi.

船中上等室に一客あり、名は原田某、栃木県の土木の事を問ふ。正造一々其の顛末を告ぐ。側らに人ありて筆記せしが、是れ警視の下野に来れる人なりと、後日思ひ当りたり。

There was a passenger,a Mr.Harada, in the first class cabin.He asked Shozo about things happening about construction works  in Tochigi.Shozo explained him in details.Someone beside him was taking notes.It later dawned on me that he was a police detective sent to Tochigi.

是によりて、正造が加波山に関係なきを偶然探偵されて幸福なりき。加波山事件は翌々日と覚ゆ。（加波山事件は九月廿三日）

I was lucky because the note which was made by this  detective turned out to be a proof that I had nothing to do with the assassination and rebellion plot,Kabasan Incident.The incident erupted,I believe,two days later.(Kabasan Incident occurred on Sept.23.)

船は古河にて渡良瀬川に入る。同室の人は茲にて上陸せり。

The ship departed the great river of Tone-gawa and entered in the tributary of the Watarase-gawa River at Koga.The passenger in our cabin disembarked here.

正造は安蘇郡越名のササラ橋に着く。上陸者、安蘇の人多し。正造を見て皆な驚き、何故に此地に来れるやと戒むるものの如し。

Shozo arrived at Sasara Bridge in Koena,Aso County.As I disembarked,I saw many people of Aso.They were surprised to see Shozo.It appeared they were suspicious of my arrival there.

正造心得て候とて、道を転じて夜を待って栃木に行き、彼の六人の安否を問ふ。皆な家に帰るを得たるを知り、正造喜び、直に安蘇に来り見れば、安蘇郡に対する三島の暴行漸く着手中なり。

Shozo realized it was not safe for him to walk around.He took a sideway, waited until dark and went to Tochigi.He inquired about the aftermath of the six men.Shozo was glad to learn that they returned home safely.He soon went to Aso and found that Mishima just began his assaults in Aso County.

正造、夜半、吉水の寺内清治氏を叩き、一書を認めて、是れ正副議長に贈るものなり、飛脚一人を取計らはれたしと。当時往来厳重にて、行く人もなき形勢なり、茲に県会常置委員川俣久平氏に此書を託して別る。

At around midnight Shozo visited Terauchi Seiji in Yoshimizu.I wrote a letter to be sent to Chairman and Vice Chairman.I asked him to hire a messenger.At that time police were strictly checking passersby and few people were out on the streets.Finally I trusted the letter to Kawamata Kyuhei,a member of a regular prefectural committee.

正造二夜眠らず、甚だ疲る。暁け方、春日岡に入りて眠らんとして果さず。

Shozo could not sleep for the last two nights.I felt very tired.At near  daybreak I went to Kasugaoka and tried to sleep without success.

服部氏を訪ひ、安蘇郡佐野町に対する三島が専横虐待の証拠を得、二三時間眠りに就き、正午、島田嘉内氏を叩きて一睡し、夕刻、茂木長平氏に行きて泊す。茲にて足利郡に於ける乱暴を伝聞す。

I visited Mr.Hattori and obtained the signed evidence of wrongdoings of Mishima.I grabbed a sleep and woke after a few hours.At noon I visited  Mr.Shimada Kanai and slept a while.In the evening I went to Mr.Mogi Chohei and stayed there overnight.Here I heard about the violence committed in Ashikaga County.

正造即ち、茂木氏は足利に便利多き人なれば同伴を乞ひ、二人家を出づ。白昼に足利へ行く。行く行く証拠如山なれども人々皆怖れて書面を出ださず。

Shozo asked Mr.Mogi to come with him since he knew many important men in Ashikaga.We left his house and went to Ashikaga during the day.There were a mountain of evidences everywhere but everyone was afraid and hesitated to present us signed documents.

田中茂木両人、大久保の新道を行く。土木の属吏、田中が木履にて砂利の中を行くを咎む。田中叩頭、謝して側らに避く。属吏幸に田中の面を知らず。

Tanaka and Mogi took the new route of Okubo.A construction official rebuked him walking on the gravels with a pair of wooden sandals.Tanaka prostrated, apologized and moved out of the gravels.Fortunately the official did not recognize Tanaka.

已にして遥に車輪を列らねて、足利方面より佐野に向て来るあり。一行一百余人、車両五六十。正造俄かに遠く避け、草村の中に平伏して面を挙げず。一行通過す。

In the distance there came from Ashikaga a procession of about a hundred men and fifty or sixty carriages.Shozo hastily escaped and hid himself among the undergrowth.While he covered his face,the procession passed.

後ろより之を見れば、婦女数十名、官吏数十名、車を前後して行く。之を人夫に問へば、婦女は足利桐生の芸妓にて、男子は足利郡役所の吏員と土木の属吏なり、明日は宇都宮に開庁式あり、之に臨む為めなりと答ふ。県庁開庁式の県会否決によりて延期せしを知らざるなり。

I watched the procession go away.They were tens of women and tens of officials riding on the carriages.The construction workers told us that they were geisha girls and officials of the construction department of Ashikaga County Office and they were going to attend the opening ceremony of the new building of Prefectural Office.They did not know that the ceremony was postponed by the objection of the Prefectural Assembly.

是れより簗田郡に行き、暴政の証拠を得んと欲して、山口信治氏の家を訪ふ。田圃泥中に倒れ、衣類皆汚る。山口氏に至り服を代へて、足利町に行く。

We went to Yanada County to meet Mr.Yamaguchi Shinji in order to obtain more evidence of Mishima's illegal actions.On the way I slipped and fell in the mud of rice paddies and all my clothes were stained.I reached Mr.Yamaguchi's house and changed the clothes.From there we went to Ashikaga-cho Town.

其夜、茂木某の家にて三泉堂主人に会し、約して去り、群馬県に転じ、市場村福田某の別荘にて三泉堂及び茂木某に会す。

In the evening I met the master of Sanseido Publisher at a Mr.Mogi's house and promised with them to meet later.We turned to Gunma Prefecture and met again the master of Sanseido and a Mr.Mogi at the villa owned by a Mr.Fukuda in Ichiba-mura Village.

皆な証拠物件を得ることに努め、夜に入り、三人同行して足利郡に帰り、助戸村木村浅七氏に至るや、其の惨憺の状言語に絶えたり。

We worked hard to collect as much evidence as possible.As  night fell,three of us returned to Ashikaga County.We arrived at the house of Mr.Kimura Asahichi in Sukedo-mura Village.The damage done to his properties by the local government was beyond anything I could describe.

無法に良民の家宅を道路線と測定し、賄賂三百円を出ださば線路を迂回せんと言ふ。木村之を擯く。

The officials drew a new road over the innocent,tax-paying civilians' properties and told them,"Give us ￥300 and we will change the route." Kimura rejected their demand.

県吏憤怒して人足を督し、郡吏高桑某なるもの数百の人夫を率ゐ来りて、見る見る土蔵及び家を毀ち、且つその家を土木休息所となし、家族を叱咤使役するを目撃せり。

The officials were indignant.A Takakuwa,a county official,led several hundreds of workers and soon demolished the fireproof warehouses and houses.I also saw one of the houses was used as a canteen and rest area.I saw the family members balked at and running around to prepare food and to do other chores.

正造、斯くまでとも知らずして、暗夜に至るや、木村氏驚き、目にて正造を誡め、直ちに土蔵中に導く。

Shozo had no idea how severe the damage really was.I came to Kimura's by night.He was surprised when he saw me.He winked at me and led me into the fireproof warehouse without uttering a word.

而して彼らは日夜篝火を以て工事を急ぎ、折柄属吏等不在なりければ、正造の来るを知らざりし。

The construction work was carried out day and night with torches.When I came,there was fortunately no official who knew me.

木村氏常に家相に注意深き人にて、絵図面あり。毀害の様一目瞭々たり。此の証拠物件に、正造天に登る心持して、其夜は茲に安眠し、翌日木村氏に送られて、間道より足利町に行かんとす。

Kimura was conscious of Feng shui,the idea that the proper arrangement of rooms brings good  luck.He had all the plans of his properties to show me.These documents were the best evidence that I could have.I was overjoyed and slept soundly there.The next day I said goodbye to Kimura.I intended to reach Ashikaga-cho through sideways.

時は午後一時、向ふより老婆二人来るあり、昨日太田の呑竜に参詣せし戻りなり。正造を見て、口言ふ能わず、ただ涙ハラハラと流る。其故を問へば、曰く、昨夜足利の令妹は警察に引かれて未だ帰り来らず、皆な貴方の行衛を尋ぬるが為なり。いま貴方、彼所に行かば、直に縛せられんと。正造曰く諾。直ちに車を返へして群馬県館林に走る。

It was one o'clock in the afternoon.Two old women were seen coming.They had visited Donryu Temple in Ota and on their way home.They saw Shozo and were unable to speak.They just wept with tears flowing.I asked them the reason.They replied that their sister had been taken to police and did not come home yet.They said,"Everyone is looking for you.If you go there,you will surely be arrested." Shozo told them he understood the situation.Immediately he turned his Rikshaw away from Ashikaga to Tatebayashi,Gunma-ken Prefecture,which is the neighboring prefecture.

此夜は知友の家に泊し、医院松本某に旅費を借り、翌日、知友と其の証拠物件を得ん為に、赤岩を経て又々新田郡太田に出でて山田郡市場村に帰り、福田某に至りて、足利町三泉堂より届物なきやを問ふ。

I stayed at one of my friends' at that night.I borrowed some money to cover my travel expenses from a Dr.Matsumoto.On the next day I took the friend of mine with me and went to Akaiwa and from there to Oota,Nitta County in order to collect more evidences.Then we returned to Ichiba-mura,Yamada County.I arrived at a Mr.Fukuda and asked him whether he got anything sent to me from Sansen-do Publisher in Ashikaga-machi.

正造未だ家に入らざるに、主人走り出で、貴下は今頃何故に茲に来れるやと言ふ。福田氏曰く、私は今日太田の警察に召喚せらる。

Even before Shozo entered the house,we saw Fukuda running out.He asked me,"What has brought you here?" He also told us that police had ordered him to report to the station.

一両日前、貴兄が三泉堂と集会せしことを聞き付けての事なりき、今夜早く此処を去るべしと。旅費敷金と草履一足を与へて走らしむ。

Police heard that you  and Sansen-do Publisher  had met a few days before and were suspicious.He urged us to leave immediately. He let us go after giving us  some money for travel and activities expenses and new pairs of rice-straw sandals.

梁田に至り、旧師の父織田老人に面して夜食を貰ひ、それより邑楽郡（おうらぐん）大島村小山幸八郎氏を叩く。道に査公に問はるることあり、小山に用あるものなりと言ひ逃がる。

We arrived at Yanada and visited Oda,an old man who was father of my teacher.We were offered supper.From there we visited Mr.Oyama Koh-hachiro in Oshima-mura Village,Oura-gun County.On the way a policeman stopped us.I gave him an excuse saying that we had some business with Oyama and went on.

小山氏幸に家に在り。正造語るに実を告げ、今一二品証拠物件を齎らし来るものある筈なり、其れを待つのみと。

Fortunately Mr.Oyama was at home.Shozo explained  him about the exact situation where we were.I also told him that I expected one or two more evidences brought to us and we would just wait.

已にして報あり、加波山の挙（1884年9月23日）あり、正造は其の連繋ありとて、之を捕縛せん為め、佐野町の青年三木、岩上、里見等二十名、警察に繋がれ、また正造の親戚、足利より群馬の桐生大間々の辺まで、警察の運動甚しと。

Then we got the news of Mt.Kabasan Incident.A group of extremists gathered at Mt.Kabasan and attempted and failed to assassinate Gov.Mishima on Sept.23,1884.Police suspeced Shozo somehow connected with the incident and rounded up twenty people who worked closely with Shozo.Also relatives of Shozo were investigated from Ashikaga to Kiryu Omama,Gunma Prefecture.

正造茲に於て早く決せざれば疑獄の人とならん。たとひ証拠物件としては不充分なりとも、三島の罪跡掩ふべからず。夜、小山氏を出づ。

I feared I would be falsely accused of a false felony charge if I kept hiding.The evidences I had gathered were not sufficient,but I was convinced that I could show Gov.Mishima's criminal activities.At that night I left Mr.Oyama's.

此時、第一早く残酷の処置を受けたるは、旧自由党涌井藤七氏なり。氏は政治上に於ては田中と反対なりしも、一個人の交際に於ては田中に貸金もあり両人間非常の政敵なりし時も、金銭上に於ては却て隠々に田中の財政を保護せる義男子なるを以て、一方には加波山の兵糧部と見認められ、一方には田中の義友なりとて、之を捕へ、拷問残酷至らざるなかりしと云ふ。

The first victim of the investigation was Mr.Wakui Tohichi,former member of the Liberal Party.His political position was opposite to mine,but as an individual he helped me financially even when we fought a fierce political battle,he continued to protect me financially.Police suspected that Wakui funded the men who attempted to kill the governor.His connection with me further gave police another reason.I heard police interrogated him with extreme torture techniques.

小山氏、親戚をして正造を送らしむ。握飯数個及び敷金を与ふ。暁方、中仙道鴻巣の停車場に出づ。茲にて探偵に尾かる。

Mr.Oyama sent me away with a relative of his.He also gave me several onigiri,rice balls,and some money.At dawn we took Nakasendo,one of the five major public routes of Edo Era,and arrived at  Konosu Station.There I found  a police detective following us.

正造、戸田の落橋にて船渡となりたるを幸とし、茲に南に走り、板橋に出でて登楼して眠る。

When Shozo came to Toda to cross the Arakawa River,he found the bridge collapsed.He took advantage of this and crossed the river by boat and ran south to Itabashi where he entered an inn and slept.

楼主は却て正造を探偵吏なりと思ひ、昨夜も専門学校の書生さん五六人拘引され云々、嘸々（さぞさぞ）御勤め向き御苦労様なりなどと言ふ。

The master of the inn took him as a police detective.He said five or six students were taken to police last night.He also said,"You must be very busy.Please take care not to be too exhausted."

正造、酒を飲み、湯に入り、床に就き、日の暮るるを待って、漸く東京に達し、牛込神楽坂に赤羽氏（赤羽 萬次郎（1861年 - 1898年新聞記者）を叩く。赤羽氏未だ栃木より帰り来らず。留守の妻君妊娠、今にも出んとす。新聞を手にしつつ曰く、足下は昨日捕縛せらりたりとあり、縄を脱して来りしやと。

Shozo drank some sake,took a bath and slept.After dark  I finally reached Tokyo and came to Mr.Akabane's at Ushigome-Kagurazaka.He didn't came home from Tochigi yet.His wife who was pregnant and her baby looked like coming out at any moment.She  said to me with a newspaper in her hand,"This newspaper says you were arrested yesterday.Did you break jail and came here?"

正造曰く、否な、予は明日外務卿に面会せば、其れにて用は済む、其後は疑あらば捕はるも可し、けれ共目的地に達せずして捕はるるは遺憾なり、夜の明くるまで寝せて貰いたしと。

Shozo replied,"No,I didn't. I have one thing to do.I want to meet Foreign Minister tomorrow.After that I'm ready to give myself up to police.I don't want to be caught before I finish my mission.I'm grateful if you would allow me to stay until daybreak."

偶々満二郎氏帰り来る。同時、探偵戸外に徘徊往来甚し。赤羽氏曰く、此分にては、迚も今夜中が六ケし。加波山の嫌疑を口実にやられては堪まらぬ、今夜は根津に遊びて一夜を避くる方可ならんと。

Mr.Akabane Manjiro happened to come home.Police detectives were swarming outside.He said,"I am afraid it's too dangerous  for you to stay here  tonight.We cannot allow them to arrest you using Kabasan Incident as pretext.I suggest you to spend a night at the red light district of Nedzu near Ueno."

乃ち根津三軒屋と云ふ安売りの家に一泊、三十銭にて相談して登楼す。忽ち面倒な質問来り、正造匆々此処を出て品川迄の人車を雇ひ車中大に眠る。

I went to Nedzu where I picked up a cheap inn,Sangen-ya,and agreed to pay 30 cents and entered.The master came to me asking questions.Soon I had no choice but to leave there.I took a rickshaw and went to Shinagawa,the eastern gate to Tokyo.I slept soundly on the way there.

品川よりまた新宿まで雇ひ、車中大に眠り、夜明けて早稲田を経て改進党事務所に行き、外務省に至らんとす。

From Shinagawa back to Shinjuku,I took another rickshaw and slept soundly again.After daybreak I went east to Waseda and tried to go to the office of Kaishinto Party and from there to the Foreign Ministry.

然れ共外務卿は無面識の人なり、面会なく、途中に縛せられては遺憾なりと、心を決して警視総監の官邸を訪ふ。不在なり。茲に於て正造、長文句の置き手紙を認めて曰く、外務卿に面会を乞はんとするは、此の内部の状況にては、条約改正事覚束なしと言ふに在り云々。

I was not,however,acquainted with Foreign Minister.I feared I might be rejected to meet him and be arrested.I changed my plan and went to the official residence of Metropolitan Police Chief Commander.He was not at home.I left a long letter saying that I wanted to meet Foreign Minister to tell him under the current conditions the revision of treaties would be difficult.

それより毎日新聞社にて諸友に相談せんとして至るや、社中の狼狽、天地を返せり。

From there I went to the Mainichi Newspaper in order to consult with my friends there.When I went in,the office was in an utter turmoil.

ああ、足下今頃来るは何事ぞ、足下の行衛不明の為め、朋友多く迷惑せりと、正造心中深く怒り、聊か問答の後其の新聞を携て、車を仮りて、警視庁の表面より入りて、国事課に面会を求む。

One of my friends said,"Oh,why you come here now? Do you know how many of your friends got into trouble because you were hiding yourself?" Shozo became very angry.But after some arguments,I left with a copy of the newspaper.I borrowed a rickshaw and went to the Metropolitan Police and entered from the front entrance.I asked to meet an officer of the National Security Department.

国事課長面会す、正造を遇するに礼あり。曰く、栃木県三島より、加波山被告事件にて、召捕りの依頼あり、三日前より、貴方を東京に尋ねたり。よく来られた、直ちに栃木県に護送せんと。正造曰く、それは迷惑なり、栃木に送られて可いならば東京迄は来らぬなり。

The department director met me.He was polite.He said,"We received a request to search and arrest you in connection of Kabasan Incident from Gov.Mishima of Tochigi Prefecture.For three days we have been searching your whereabouts in Tokyo.You are welcome.We will send you immediately to Tochigi." Shozo replied,"I don't like it.If I am to be sent back to Tochigi,I would not have taken trouble to come up to Tokyo."

栃木県は無政府無法律なり。正造、三島の政治、無用の土木に反対す。彼の悪事をあばけり、彼必ず事を醸し、拷問して、死に至すこと鏡に照らすよりも明なり。此の証拠を見られよとて、示す。

I continued,"Tochigi Prefecture is now a lawless land.I opposed his unnecessary  constructions of roads and buildings.I have revealed his wrongdoings.If I am sent back,he will surely make up fake excuses,torture me and kill me." I showed him the documents and said,"Look at these evidences I collected."

警視、見るの用なしと言ふ。而して其の陳述を聞くの要なしと言ふ。正造曰く、予が弁を以て陳す、貴下の耳に入ると入らざるは御自由なり、此の絵図も、見ると見ざるとは貴下の御自由なれども、正造は御覧に入るるなりと、即ち助戸村木村氏家宅土蔵打毀事件の罪状を訴えたり。

The director replied he didn't need to see them.He also said he had no intention to listen to my argument.Shozo said,"I don't care whether you like to hear or not,I will make my statement here.Althoug you don't need to see these documents,I will show them anyway." I appealed to him that the documents showed without any doubt the illegal acts done to the houses and storage buildings of Mr.Kimura in Sukedo-mura Village.

当時の警視は当然の警視なり。正造に告げて曰く、其方が加波山に関係なきも疾く探索出来てあり、毫も疑はざるなり（かの利根川船中の記事、於此か顕はる）。但し栃木県の依頼だけは、任務上已むを得ずと。正造、栃木県に送るを承諾せず。

The director acted just as a man in his position would.He told me that police knew I had  no connections at all with Kabasan Incident,which police had known for some time according to the evidence they had gathered.He meant the detective I saw aboard the ship on the Tonegawa River.He added,"I have no choice as a police officer but sending you back to Tochigi." Shozo would not consent.

茲に於て、警視は証拠物件を封鎖して別に書を致し、決して虐待の憂なきを保證して、正造を栃木県宇都宮に送る。

At that point,the director secured my documents and wrote a letter to the counterpart of Tochigi Prefecture .He promised me that they would not  treat me in cruel ways.I was sent to Utsunomiya.

田中正造 1841年12月15日 - 1913年（大正2年）9月4日Tanaka Shozo dedicated his life for the farmers who were victimized by the pollution of Ashio Copper Mine. He is one of the pioneers of environmental movement in Japan.
