Tanaka Shozo after he read the New Testament

Kinoshita Naoe,God,Man,Freedom

He was the leader of resistance in the village and it was difficult for him to leave the village. He somehow managed to go to Tokyo and made a speech in April,1906,at a small gathering held by Shinkigen Publisher which published a Socialist magazine.I want you read now a part of his speech in which he appealed for help and explained the imminent situation of Yanaka-mura Village:

"They say that the public acquisition of Yanaka-mura Village is to pay the villagers ¥480 thousand for the land owned by the people living there. This is absolutely wrong."

"Sure some of the ¥480 thousand will end up in the hands of the farmers. This is not the price of the land.It is actually expenditures to dislocate the farmers and make them homeless and beggars. You may need a little more explanation to understand the situations."

"Why do the farmers sell their land for a meager amount of money
of ¥480 thousand in the first place? There are some complicated reasons."

"The proper value of this village is ¥7 million. The present village is the fruit of the 400-year-long farmers' labors. The houses, rice paddies and water channels are the fruit of their labor accumulated year in and year out for 400 years."

"The achievement now we see is worth more than ¥7 million. If you construct the embankment to protect the village will cost ¥3,500 thousand if you construct it anew.Besides all the rice paddies, fields, housings, trees and others must be included. You can imagine how valuable all these are."

"There are 450 houses. You cannot build a village of 450 houses with the budget of  ¥2 million or ¥3  million. You may wonder why I oppose to sell the village for ¥7 million since I say it's worth ¥7 million. You may think it's proper to sell the village for ¥7 million."

"Some people who don't know the economy may be very glad when they are offered ¥7 million in cash to give away something they possess which is worth ¥7 million.Suppose you exchanged your village of ¥7 million for ¥7 million in cash. You cannot, however, build a new village with the cash you got."

"Now the Government is going to buy the village for as cheap as ¥480 thousand. They are not buying the village. The money is nothing more than the expenditures for activities to confiscate the village."

"In the past the Government gave a small amount of money as removal fee to those farmers who accepted the offer made by the Government. Those people have been scattered. Why did they listen to the Government so easily?"

"You may think that these farmers are too subservient and that they deserve to be despised. They are in fact very brave and honest.I came here today to explain a little bit about the cunning planning of the Government."

"It was 1905,that is last year, when the decision was made to buy Yanaka-mura Village.Fortunately for the Government in 1902 the embankment was breached by the flood. The Government deliberately did not reconstruct a new embankment."

"It was five years ago.No embankment means no crops because the water comes in to the fields from the river. The farmers are forced to live from hand to mouth. They borrow a lot of money.By the way the Prefecture Assembly has approved a plan to buy out Yanaka by the end of 1904."

"The meeting was held  in secret  at midnight. The plan to buy the village was decided. The terms of purchase were  published in the local newspapers. The price was one tenth of the current price. An are of the field was valued at ¥30 and that of the rice paddy at ¥28 while an are of  similar field or rice paddy is valued at ¥200 or 300."

"The announcement made any farmer almost impossible to sell his land to other than the Prefecture."

Tanaka Shozo dedicated his life for the farmers who were victimized by the pollution of Ashio Copper Mine. He is one of the pioneers of environmental movement in Japan.

Kinoshita Naoe,God,Man,Freedom

After the prefecture assembly approved the proposal, the Government presented an extraordinary budget plan of ¥220 thousand of allowance for Tochigi-ken Prefecture to be allocated for the disaster prevention construction works.Grandpa met as many people as he could and tried to win them over to his side.Few people, however, would listen to him. I am afraid his passionate appeal was taken as that of a crazy fanatic.

The total budget for the abolishment of Yanaka-mura Village was ¥480 thousand because ¥120 thousand was taken from  the Government aid of ¥280 thousand. The Tochigi-ken Prefecture Regional Office of Construction of Retarding Basin was opened in the neighboring town of Fujioka-machi Town.

At this time Grandpa moved in Yanaka-mura Village to live with the victims of the copper mine pollution lived. He had nothing with him except his clothes and other personal belongings.

People were excited with Ruso-Japan War.While their attention was occupied with the outside world, this tiny village was thrown into unbearable sufferings like hell.

Tanaka Shozo after he read the New Testament

Kinoshita Naoe,God,Man,Freedom

By the grace of the authority of punishment of the state he was given a quiet period of 40 days in prison. He could inspect the scars and wounds of his 60-year-long  life  and compare his tormented difficult life  with that of a young man called Jesus Christ.

After he was released from the prison,he advocated the total abolition of army and navy. Also he dreamed of the coming of a saint. He kept his  hope for the coming of a saint burning in his heart. He wrote in his diary about the dream here and there:

He wrote in his diary in 1911:
"I made a speech at the welcome party for the new students held at YMCA in Kanda in the spring of 1904 and said  that a saint was to be born in Asia.I also warned,'Japan shall perish once before the coming of the saint.Until then I urge you to do your best in each field where you work and to be a saint of your field.'"

"Next day a student visited me and asked,'What proof do you have to make such a statement as you did yesterday?' I answered him,'
I made the speech based on what I thought in my mind.'"

When people happen to speak of Grandpa Tanaka, they associate him with the destruction of Yanaka Village incident.Few people, however, know clearly the exact details of the incident.Grandpa suffered severely in every possible way during the last ten years of his life because of this incident. Here I have no choice but to describe only the rough outline of the incident.

When he was a Diet member,Grandpa raised his voice and told the House of Representatives that the problem of the pollution caused by Ashio Copper Mine was no longer the local problem along the Watarase-gawa River but that it was the problem of the Edo-gawa River, which made it the problem of the metropolitan Tokyo.

The Government made a plan to squeeze the mouth of the Edo-gawa River at Sekiyado of the current Noda City,Chiba Prefecture and dredged the low course of the Tone-gawa River.

Also they squeezed the mouth of the Watarase-gawa River where it joined the great river of the Tone-gawa.They planned to prevent the waters of the Watarase-gawa River from flowing into the Tone-gawa River. They intended this would eventually prevent  floodings of the Edo-gawa River which branched out of the Tone-gawa River downstream and ran through Tokyo.

The Government planned to avolish the  Ynakamura Village and construct a huge retarding basin in stead.

Grandpa Tanaka barked at the Diet,"This is a treacherous plan to help the supporters of the copper mine. They are going to switch the pollution problem to the river management problem." There was perhaps no one who listened to him.

The Government established Society of Water Management.Bureaucrats, engineers and members of the Diet were its members. It presented a plan of development of major rivers in which a plan for the Watarase-gawa River was included.

The farmers in the polluted area themselves welcomed the Government plan to abolish Yanaka-mura Village. They were devastated by the years' impoverishment. They thought the new plan could save them from floods.

Even many of his friends who had fought with him for many years and had been arrested under the Unlawful Assembly Act were lured by the bate of the new plan and abandoned Tanaka.

In the end of 1904 Governor following the order of the Government presented a budget plan of destruction of Yanaka-mura Village under the false title of the budget for maintenance of the embankment on the last day of the Prefecture Assembly.

They did this in secret. The Assembly was held late at night. There was no questions nor answers. The budget plan was passed. All members of the Assembly gave their silent consent.

It's ironic that this retarding basin became one of the designated sites by    Ramsar Convention  in July,2012.Watarase Yusuichi.

Tanaka Shozo after he read the New Testament

Kinoshita Naoe,God,Man,Freedom

People compare the movement of Tanaka against the copper pollution to Sakura Sogo, who was said to have stand up against the oppressive ruler and been crucified in 1653.But this was not the first time for Tanaka. When he was 22 years old,he did a similar movement as village chief.

The village of which Tanaka was the chief was under the rule of  Lord Rokkaku Echizen-nokami,one of the  high-ranking 26 families of Tokugawa Shogunate who were granted exclusive authority to instruct other daimyō the ceremonial rules to be observed.

Some of the village chiefs under the rule of Lord Rokkaku met and agreed to cooperate to pay back the debt and solve the financial problems of Rokkaku family.Shozo was chosen their leader and worked hard.

His activities concerning Rokkaku family alone can make a most interesting story. For now, however,I will not go into it.Let me introduce here to you the final part of the story as narrated by himself in his autobiography:

"The cell  which I was thrown in was only 3 feet by 3 feet wide and 3 feet high. There was a hole dug in the ground which was used as latrine. It was beyond any description how I felt constrained to live in this condition."

"When I wanted to stretch my body,I first put my hands on the ground and push my buttocks up just like an angry tiger. When I wanted to stretch my feet,I first lay on the back and push my feet up toward the ceiling like a mad lion."

"The hardship of living in the cell was not limited to the cramped space. In those days prisoners like me were easily poisoned to death.I had an important mission entrusted by many villagers.I could not allow myself to die in vain by the hand of evil officials who had put me in prison."

一念ここに至りて煩悶やる方なく、断じて獄食をなさじとの決心を起し、    "I debated with myself for some time and finally made up mind not to touch the meals offered there.I had two bars of katsuobushi which Shozaemon,a friend of mine, had brought in."
Katsuobushi is made from katsuo or skipjack tuna which is  smoked, molded, fermented and sundried.Fine shavings are essential to make dashi soup stock.

"I survived for as long as 30 days by nibbling these sticks."

"I had been incarcerated for ten months and 20 days when the fourth court was held.I was given the sentence  as follows:"

"You disturbed the peace of the territory. You disregarded your lowly position and made a proposal to reform the finance of the Lord. This is a serious felony. Here it was decided, however, with exceptional grace that you and all your family members should be expelled for ever from the village."

"Thus this dispute came to an end.It took five years.Village chiefs and anyone who took part of the trial were forced to expend enormous amount of money to cover the various activities. Some of them sold their houses or rice paddies.Families of others were dissolved."

1869 27 years old

When he was released from prison,it was no longer the old Edo Era,but the 2nd year of the new age of Meiji,1869.He was 27 years old.

As dictated by the sentence,I moved to a neighboring village which was separated with a creek from my village.I lived in a one-room cabin built to house a Jizo where I taught school children writing and arithmetic for some time.Driven by my desire to study more,I went up to Tokyo.

By some strange twist of events he found himself to be appointed a local government clerk in the village of Hanawa of current Iwate-ken Prefecture, about 600 km north of Tokyo. There he was put into prison on  suspicion of murder. He spent  four years in prison under harsh conditions.

I want to remind you that even after the Meiji Restoration in 1868,the code of criminal procedure interrogation with tortures was not prohibited.Let me tell from Tanaka's own words how tortures were used in those days:

"...I opened my mouth again and said that the circuit court was in the neighboring prefecture of Yamagata and that I wanted to be heard once again at court." I pleaded that  the necessary steps to be taken immediately.I didn't understand what the interrogator thought, but he got indignant, coughed and put me on a torture device at once."

其は・・・云うて、木を以て製し、・・・たる上に、膝をまくりて座せしめ、膝の・・・、側より獄吏手を以て之を揺り動かす、・・・、    "The official didn't ask me questions to clear any doubts he had.He in stead used the torture device unlawfully. The device was made of wood.I was made sit on the jagged seat...on my knees...the jailers rocked with their hands ..."

"I protested with a loud voice that they had no need to torture me.The stone was removed.I felt a stronger pain as the stone was removed.I thought my knees would be removed.Later the jailers took me to my cell.I was at a loss having experienced the lawlessness and brutality of the authority."

"First my feet were fastened with shackles. My hands were bound behind my back.I was put in the cage.It took four days to reach from the local division of Hanawa to the central division of Esashi Prefecture, current Iwate Prefecture. We crossed over the mountains in the 200 km(sic) journey. We went over Nanashigure Cross in the middle of the way."

"When you look north from Morioka, you will see a pair of mountains,Mr.Iwate and Mt.Himegami.Between the two mountains a peak called Nanashigure in the shape of a horned turban seashell.Tanaka made a poem crossing the peak:
I now cross Nanashigure
My hands are bound in the back
I can't wipe my tears

I here write an abstract from the manuscript of his autobiography to let you have a glimpse showing what it was like to live in a cell in the remote and cold place:

「さて、此地の寒気は、人も知る如く、人並みの衣類を纏へりとも、肌刺されて耳花そがれるるばかりなるに、 冬の支度の乏しきに寒気俄に速に進み来り、    "The temperature dropped  so low that even a properly clad person felt the coldness piercing through the skin. You felt your ears and nose fallen off.I didn't have clothes for winter and suddenly the chilliness began to increase."

It took two months to obtain from Tokyo even the goods ordered by the central office of the prefecture. There was no way for me to get proper clothes from my home in time for the winter.I was worried what to do."

"It so happened one prisoner had suffered from dysentery and died.I asked a jail guard and was given the clothes of the dead man.I could survive the winter.Four prisoners froze to death during the winter."

"There was no one who visited me to give a book. All I could do was to meditate.I thought I might invent something to increase my power of memory, because I used to find myself in difficult situations due to my poor memory."

"To make a long story short,I came to realize that concentration would be my best strategy.Concentrate on the single front and forget about the rest.I was born with poor memory.I decided to be careful not to pursue two things at one time.Since I got out of prison,I was careful not to be distracted from the one thing in front of me."

「予は又た幼年の頃よりドモリにて、談話と喧嘩の区別なく、 議論も常に喧嘩と同一に聴取られて、其身を禍ひすること多ければ、    "I stuttered from early childhood. When I spoke, people could not tell whether I was arguing in a fight or talking in normal way.People always thought I was fighting them when in fact I was trying to discuss with them.I often suffered much damage in this way."

"I wanted to find a way to cure my stuttering.I happened to  read "Self-Help" by  Samuel Smiles translated by Nakamura Keiu.I found his sentences  easy to read aloud.I repeated to read aloud a word or a sentence over and over again, day and night over a year. When I got out of prison and talked with people,I found the remarkable effects of my training."

Gov.Shima Isei sat at the bench solemnly and said that he had something to deliver to me.Esashi Pref.had been integrated into Iwate Pref.at that time."

'The accused was incarcerated since May,1871 on suspicion of assassinating Kimura Shinhachiro, assistant chief of the branch office. While the investigation was carried out and the testimony of witnesses made you clear of  any suspicions. You are today released free.'

"I was imprisoned for 36 months and 20 days."

He came back  home as an innocent 36-year-old man.But he found himself officially recorded  as dead on the 9th of March. It must have been a great shock for him.

I want you to understand fully what made  Grandpa Tanaka dedicate himself into the world of politics. To read some of the sentences of his autobiography will be helpful:
"I was employed as manager of a liquor store in the neighboring village in 1875.I worked hard and even carried  barrels myself.I tried to make myself a model for the store,my relatives and friends.
One day in summer I saw menacing  black clouds.A storm was apparently coming."

"A man who drew a horse with bags of lime came to the store. He threw two copper coins and cried to bring him a cup of sake.I saw the horse which was sweating profusely.I thought the coming rain would make this poor horse sick. What a heartless man this man was!"

"I asked him who was his employer. He answered that he was a servant of Takei in Inaoka Village,Ashikaga County."

"I further demanded him to tell me his name.I told him that this horse was his master's and you wanted to drink sake while the rain was coming.I asked him whether he had not notice the horse sweating.I said that the horse would surely get sick if it got wet with so much sweat."

I reproached him and said,'This is your master's goods and his horse.Don't you have any affection  for them? I will report this to your master tomorrow.'"

"He was terrified and took two coins back, gave his horse a whip  and left without drinking.

"Now by the grace of authority of punishment of the state he was given a quiet period of 40 days in prison.
