君よ。考へると寧ろ微笑を催したくなることがある。

Dear Reader,here is something which makes me rather smile.

嘗て陸奥宗光の外務大臣時代、日本の漁船が朝鮮近海で、難破した一件で、一議員が衆議院でその遭難の人数を質問した。

When Mutsu Munemitsu was the Minister of Foreign Affairs,a fishing boat sank off the Korean Peninsula and a member of the House of the Representatives asked him about the number of the people died in the accident.

その時たしか陸奥の下に通商局長であった原敬が、政府委員として演壇に進み、「二十数名」と手軽く答弁して席に戻らうとした。

Hara Takashi who was perhaps the director of the department of trade and commerce under Mutsu came to the podium and gave a simple answer saying,"Around 20 people." After that he was returning to his seat.

質問者もこの答弁に満足したと見えて、黙って居たが、『議長々々』と連呼して田中正造が議席に立った。

The man who had asked was apparently satisfied with the answer and was silent.But Tanaka Shozo rose from his seat and cried repeatedly,"Chairman,Chaiman!"

『二十数名とは何事だ。二十数名とは何事だ』－－彼は政府委員が人命を軽蔑する傲慢の態度を罵倒して、正確な遭難者の報告を要求した。

He accused the arrogance to disregard the lives of ordinary people shown by the Government adviser saying,"How can you say 'around 20'? Don't you have no respect to the lives of people?" He demanded to give him the accurate number of the victims.

原は真赤な顔して堪へて居たが、理の当然に余儀なく失言を謝し、改めて調査答弁するを約して退席した。

Hara blushed but he tried hard to keep his temper.Hara had to admit Tanaka was right.Hara then apologized and returned to his seat after promising to examine and report later.

田中正造 1841年12月15日 - 1913年（大正2年）9月4日Tanaka Shozo dedicated his life for the farmers who were victimized by the pollution of Ashio Copper Mine. He is one of the pioneers of environmental movement in Japan.

文久元年(1861)	19才	小中村六角家領の名主に公選される（21才説も有）。 He was elected Nanushi by the villagers.(or age 21)

　爾来ここに十五年、今や原敬は一方には古河鉱業会社の実質的社長として、一方には日本政府の内務大臣として、「鉱毒問題」をば一指揮の下に政治的に抹殺する機会が到来した。

"Fifteen years has passed.Now Hara Takashi has the copper mine company practically under his control and authority as Minister of Interior of Japanese Government to slaughter politically 'the pollution problem'."

君よ、その四月、栃木県知事は谷中村廃村の手順として、左の諮問案を出した。

"Dear Reader,Governor of Tochigi Prefecture issued in April of the same year the following inquiry to the village as a step to abolish Yanaka-mura Village:"

町村合併に付諮問
下都賀郡谷中村
下都賀郡谷中村は、瀦水池設置の必要上其土地家屋等大半を買収し、村民を他に移住せしめたる為、将来独立して法律上の義務を負担するの資力なきに至れるものと認めるに依り、谷中村を廃し藤岡町に合併せんとす。
右諮問す。
但本月十六日迄に意見答申すべし。
明治三十九年四月十四日
栃木県知事　白仁武

" Inquiry as to the merger
To:Yanaka-mura Village,Shimotsuga-gun County

In order to construct a retarding basin at the site where Yanaka-mura Village is situated,most of the lands and houses are to be bought by the prefecture.The village of Yanaka-mura shall be no longer capable of bearing the fiscal burden required by law.Therefore I intend to merge Yanaka-mura with the neighboring Fujioka-machi Town.
Inquiry made as above.
Your reply must be returned by 16th of this month.
April 14,1906
Gov.of Tochigi Shirani Takeshi"

十四日にこの文書が県庁を出て、それから村会を開いて、十六日迄に答申せよと言ふのだ。

"This letter was issued from the prefecture main office on the 14th.The village then hold a village assembly.The Governor directs the village to reply by the 16th."

今日の法律は如何か知らぬがその頃の町村制には、「町村会の招集竝に会議の事件を告知するには、急施を要する場合を除くの外少くも三日前たるべし。」かう書いてある。

"I don't know the current law.But the law stipulated in those days concerning the management of local governments of villages and towns as follows: 'an invitation and announcement of the agenda must be made at least three days before a meeting is held except in an emergency.'"

「町村合併の諮問」が「急施を要する場合」とは如何なる三百代言でも赤面して言ひ兼ぬるだらう。

"Even a shameless attorney will hesitate to argue that an inquiry of merger of towns and villages is a matter of emergency."

この時谷中村は既に自治制が半ば破るられて郡書記が派遣されて村長職務管掌と言ふことになって居た。

"At that time autonomy of the village of Yanaka-mura had been half bleached.A bureaucrat sent from the county was working as acting village chief."

この職務管掌の手で十五日、即日村会開会の招集状が配達された。引き続き第二の招集状が配達された。

"On the 15th of April this puppet chief sent letters of invitation of the village assembly to be held on the same day.Immediately after the first letters the second letters of invitation were delivered."

これは当時の町村制に、第二回招集状の村会は、出席議員が規定に達しなくとも、開会することが出来るとある法文を逆用し、かくの如き詐欺方法に依って直に第二回招集状の村会と云ふことに表面を糊塗した。

"There was a clause in the law in those days that a town or village assembly summoned by the second letters of invitation can be held even if the number of the members present is less than the quorum required by the law.A treachery method close to a fraud was employed."

　この日県庁からは保安課長が出張し、多数の警官で、この小さな村会を取り巻いた。

"On that day the director of the department of security,prefectural office,was sent to the village.Many policemen surrounded the assembly of this tiny village."

村会は諮問案否決した。けれど村会の意思などが眼中に在るのでは無い。

"The assembly decided to reject the merger.The Governor,however,was not interested in the decision of the village assembly."

六月八日、田中正造は予戒令を執行され、七月一日、藤岡町合併の事発布され、この日以後「谷中村」と云ふ名儀は法律上永く消滅することになった。

"On June 8th the authority issued an injunction against Tanaka Shozo.On July 1st the village of Yanaka-mura was officially merged with Fujioka-machi Town.The village vanished for ever from the legal aspect."

　谷中村破滅の時が切迫した。それは政友会内閣が成立して原敬が内務大臣となったことだ。

"The critical time of demolition of Yanaka-mura Village has come.Seiyu-kai Party formed its Cabinet and Hara Takashi was appointed Minister of Interior."

　日露戦争に依って寿命を延ばした桂内閣は、戦争の終局、講和条約非難に堪へ切れず

"The cabinet led by PM Katsura Taro(1901-1906) lasted for the longest period in Japanese history due to the Russo-Japanese War.But the disappointment of the people at the peace treaty triggered the violence on the streets."

、明治三十九年の元朝、講和全権大使小村寿太郎の帰朝を待ち受けて総辞職に及び、一月七日、政友会総裁西園寺公望が立って総理大臣となりかくて原敬が内務大臣となった。

"PM Katsura was forced to resign after Ambassador Plenipotentiary Komura Jutaro returned from Portsmouth,USA in 1906.On January 7,Marquis Saionji Kinmochi was appointed next Prime Minister who chose Hara Takashi as his Interior Minister."

　これより先き明治三十六年四月足尾銅山主古河市兵衛が七十二歳で病死。養子潤吉が相続したが、病弱で役に立たない。

"Earlier in April,1903 the owner of Ashio Copper Mine,Furukawa Ichibei,died.His adopted son,Junkichi,succeeded the post.But it became clear that he was useless due to his poor health.Junkichi was a son of Mutsu Munemitsu."

　三十八年、組織を変へて「古河鉱業会社」となし、潤吉を名義上社長に据えると同時に陸奥宗光との関係上、原敬が推されて副社長となった。

"In 1905 the privately owned Furukawa Copper Mine was reorganized to become Furukawa Mining Co.Ltd.Junkichi was made nominal president and Hara Takashi was made vice president.Mutsu was the mentor of Hara."

　古河機械金属株式会社 FURUKAWA CO.,LTD. 282億818万円［2017年3月31日現在］

The company has grown through the wars to the current
FURUKAWA CO., LTD. with the paid-in capital of ￥28,208 million as of March,2017. It has ten overseas branches including FURUKAWA ROCK DRILL USA in Ohio,USA.

　現在の当主古河潤之助（ふるかわじゅんのすけ、1935年（昭和10年） - ）

The present head of the family is Furukawa Junnosuke(1935-),retired president of Furukawa Electric.Co.Ltd.

而して今や、内閣の更迭を機として、出て内務大臣となった。抑も明治廿四年、議会に始めて鉱毒問題が提出され、時の農商務大臣陸奥宗光が、これに対する政治的画策を建てた時、原敬は陸奥の秘書官であった。

"The pollution caused by Ashio Copper Mine was first debated at the Diet in 1891 when Mutsu was the Minister of Agriculture and Commerce and Hara was his secretary."

　 ——斯様に多年衣食の道を妨げ金融の道を塞いで、そこで一方に、此處へ来い買ってやると云ふことを始めた。

"In this way the Government first have deprived the farmers of their means to make their living for many years.They also made it impossible for the farmers to borrow money while they began to persuade the farmers to sell their properties."

　仕方が無いから人民は逃げ出すのである。逃げ出すについて、何程なりとって行きたい。

"The farmers have no other choice but to flee.Naturally they wish to get hold of as little money as possible once they decided to leave the village."

　田地を提げて逃げることも家屋敷を背負って逃げることも出来ないから、何程次第の銭を貰って、他所へ行くと云ふことになった。それは実に非常な有様で——昨年の八月以来、谷中村を買上げると云ふことになりますと、ヒドイことをやった。

"People cannot carry their properties on their back and flee.They had to sell the house and fields and go with the money.This turned out to be a very nasty situation.The Government did all possible bad things to the farmers since August last year when the purchase plan had made public."

　色々の商人を村へ入り込ませた。これが流言家である。先づ古道具商人を村へ入れました。

"Various merchants were sent to the village.One of their jobs was to spread rumors.First came a group of merchants who bought and sold antique or used goods."

　道具を売れ、近い中に家は打壊はされるさうだから早くお売りなさい、云ふことを聴くものも聴かないものも皆な打壊すさうだから今の中に早く道具を売れ——かう言って運動する。

"They said to villagers,'Sell me your used furniture and goods.Your house is going to be demolished soon.All houses will be destroyed.It does not matter whether the owners consent to the sale or not.The sooner you sell,the better for you.'——This was the sales pitch they used."

　屋敷の木を売れ。鶏も用が無からうから売れ。船も此処に居ないとなれば不用だらうから売れ

"They were urged to sell their trees.The merchants said to them,'Sell your chickens which you will have no business to do with.Sell your ship which you will not need since you are leaving here.'

　 ——種々な商人を何百人も入り込ませて、無智の人民を狂乱させてしまった。

"——Hundreds of various merchants were sent to the village.They succeeded to turn the ignorant farmers totally confused."

それから村の中へ七人の悪党を入れて、非常な流言を放たせて、人民を騒がせて歩く。さうなくてともこの三四年、人民は借金が出来て居る。そこで其の金貸へ手を回はして、非常な催促をさせる。

"Then seven really bad men were brought in the village.They spread various rumors,which made the villagers restless.In these three or four years people found themselves deep in debt.The officials contacted the money lenders and urged them to press the farmers to pay back the installments in time."

　三百代言を入れて、さア寄越せと云ふ。田地を抵当にしようとしても取り手が無い。売らうとしても買手が無い。

"Lawyers were sent to demand the money to those debtors who had failed to repay.No money lenders would accept their land as collateral.No one would buy their land."

　金銭を塞ぎ、食物を奪ひ、この村に堤防は永世築かないと云ふ公文書まで発して、人を迷はす。

"The officials blocked the ways to secure money.They deprived their food.They misinformed the people by publishing an official document declaring that no embankment would be built for ever in Yanaka-mura Village."

人民が発狂するのも無理はない。殆ど狂人のやうになって村を逃出す。

"No wonder some people go mad.They become almost like mad men and women and finally flee their village."

　流出すについて、何程でも銭が欲しいと云ふ所へ、僅の銭を与へるに過ぎぬ。

"Those villages who are leaving are desperate to get as little money as they can get.It is no wonder that the amount of the money the Government gives them is minimal."

　諸君如何でございませう。諸君が日常御心配下ださる事は、これに似寄ったことばかりで、格別珍しいと思召さぬか知りませぬか、私は一昨年以来、この谷中村へ這入り込んで居りまして、この村の一例から観察しますと、決して日本と云ふものは在るもので無い。

"What do you think?You may say you read all these things in the newspaper everyday.I moved in Yanaka-mura Village two years ago.From myy personal observation living in this village I say to you this:a country which you have known as Japan is no longer exists ."

　何が日本であるか。〇〇などは何の為にするか。政府たるものの人民に対する仕事が、実に〇〇の有様である。

"What makes Japan what it is? What purpose dose xxx have? It is xxx to see what the Government is doing to its own people."
